Fortification 1 Turn L,L,O 15 Units Provides defensive bonus for up to 15 units, and may be stocked with supplies (limit 60)
* Territory cannot be taken from another faction by the creation of a Polis, no matter how proximate. However, territory which has been vacated by another faction does fall under control of the nearest Polis.
